The State of Alderney was supposed to appear in the game, but was cut from the game due to the Nintendo DS limitations. I’d recommend just doing those four you have unlocked and letting it progress naturally. If i remember correctly, you haven’t had any Packie missions yet, but you are close. You unlock the third island after doing the Three Leaf Clover mission for Packie. Spawns a Vader motorbike in front of player. Spawns Buzzard helicopter in front of player.
